Framework Programme 10: what the Commission is preparing for European research and innovation

Author: Camille Maisse

On Tuesday 2 June, as part of my internship at S&I Finances, I attended the webinar held by EARTO (European Association of Research and Technology Organisations) and co-organised by Cefic, CESAER, DIGITALEUROPE, ERRIN, European University Association and Orgalim, during which Pauline Rouch, Director at DG Research & Innovation, European Commission, outlined the main thrust of the Commission’s proposal for the 10th Framework Programme for Research and Innovation and how it ties in with the European Competitiveness Fund (ECF).

Following the structure of her presentation, I am sharing with you a summary built around her three main axes:

🔵 Governance — the link between FP10 and the ECF to create a seamless journey from innovation through to investment
🟢 European Partnerships — fewer partnerships, wider scopes and a new tripartite model as the new standard
🟣 Simplification — concrete changes for beneficiaries: lump sum as default, reduced Time to Grant, funding rate up to 100%

📢 On a related note, the European Commission has just launched a Call for Evidence on the future of European Partnerships (Joint Undertakings under FP10) — open until 14 July 2026. If this is relevant to your organisation, now is the time to make your voice heard: https://lnkd.in/eFz9JnWZ

A programme still under negotiation, but whose orientations already signal a major turning point for European research and innovation.
