The programme

EU4Health is the largest health programme of the European Union (EU), established in response to the COVID-19 pandemic to strengthen health systems and improve health outcomes across Europe. With a budget of €5.3 billion for the period 2021-2027, EU4Health aims to build a healthier and more resilient European Union by addressing long-term health challenges and strengthening crisis preparedness.

Programme priorities

Established by Regulation (EU) 2021/522, EU4Health provides European added value and complements the policies of the Member States to pursue four general objectives representing the ambitions of the programme and ten specific objectives representing the areas of intervention:

  1. Improving and promoting health
    • Promoting health and preventing disease, particularly cancer.
    • Support for international health initiatives and cooperation.
  2. Protecting people
    • Prevention, preparedness and response to cross-border health threats.
    • Supplementing national stocks of essential products in the event of a crisis.
    • Establishment of a pool of medical, healthcare and support staff.
  3. Strengthening healthcare systems
    • Strengthening health data, digital tools and services.
    • Improving access to healthcare.
    • Development and implementation of EU health legislation and evidence-based decision-making.
  4. Ensuring access to medical products
    • Ensure that medical products, medical devices and products relevant to crises are accessible, available and affordable.

Types of projects funded

EU4Health is being implemented by annual work programmes supporting a wide range of actions grouped under four main headings, with a transversal focus on cancer.

Crisis preparedness projects

Initiatives to strengthen the EU's capacity to respond to health crises.

Health promotion and disease prevention projects

Projects focusing on disease prevention and the promotion of healthy lifestyles.

Health systems and health workforce projects

Initiatives that strengthen healthcare systems and support healthcare workers.

Digital health projects

Projects that take advantage of digital tools and technologies to improve health outcomes. The programme provides funding to eligible entities, healthcare organisations and NGOs from EU countries, or non-EU countries associated with the programme.

Funding opportunities under the EU4Health programme are published by the Health and Digital Executive Agency (HaDEA). Please consult the HaDEA pages frequently on calls for proposals.

Strategic Technologies for Europe Platform (STEP)

EU4Health is one of 11 EU programmes contributing to the Strategic Technologies Platform for Europe (STEP). STEP was set up at the beginning of 2024 by the EU to support European industry and stimulate investment in critical technologies in Europe. All open and future STEP funding opportunities are available on the STEP portal. One of STEP's objectives is to help projects access funding under several EU instruments. This is facilitated in particular by the STEP label, a new quality label awarded to promising projects that have applied to specific calls for proposals under certain EU STEP programmes, including EU4Health.
