Under Pillar II of the Horizon Europe programme which supports research into societal challenges and strengthens technological and industrial capacities, the fifth strategic area is the Climate, Energy and Mobility.

This cluster aims to combat climate change by gaining a better understanding of its causes, trends, risks, impacts and opportunities, and by making the energy and transport sectors more climate- and environment-friendly, more efficient and competitive, smarter, safer and more resilient.

The expected impacts of this cluster are defined in the Horizon Europe strategic plan.

    Climate Change Adaptation Mission

    The Climate Change Adaptation Mission aims to support EU regions, cities and local authorities in their efforts to strengthen their resilience to the impacts of climate change.

    It contributes to the implementation of the EU's adaptation strategy by helping the regions to :

    • A better understanding of the climate risks they face and will face in the future
    • Developing strategies to better prepare for and cope with climate change
    • Testing and deploying the innovative solutions needed to build resilience in the field

    The Mission's aim is to help at least 150 European regions and communities become climate resilient by 2030.

    EU portal
    Le online portal of the EU Mission on Adaptation to Climate Change is a resource centre for European regional and local authorities who are preparing and planning their adaptation trajectories to strengthen their climate resilience. This portal offers :

    • General information about the Mission
    • Knowledge, data and tools to support regions and local authorities in their adaptation process
    • Solutions from the EU Mission highlighting best practice and examples of effective action on climate adaptation
    • Relevant news and events relating to the Mission and climate adaptation and resilience

      Smart and Carbon Neutral Cities Mission

      Cities play an essential role in achieving climate neutrality by 2050, the objective of the European Green Deal. They account for only 4 % of the EU's surface area, but they are home to 75 % of Europe's citizens. In addition, cities consume more than 65 % of the world's energy and are responsible for more than 70 % of global CO2 emissions.

      Since mitigating the effects of climate change depends heavily on action by cities, we need to help them accelerate their green and digital transformation. In particular, European cities can make a substantial contribution to the Green Deal objective of reducing emissions by 55 % by 2030 and, more concretely, offer their citizens cleaner air, safer transport and less congestion and noise.

      The "Cities" mission will involve local authorities, citizens, businesses, investors and regional and national authorities in order to :

      • create 100 smart, climate-neutral cities by 2030
      • Ensure that these cities serve as centres of experimentation and innovation, enabling all European cities to do the same by 2050.

      As set out in its implementation plan, the Cities mission takes a cross-sectoral, demand-led approach, creating synergies between existing initiatives and basing its activities on the real needs of cities.

      A first group of cities submitted their Climate City Contracts in April 2023, which were examined by the Commission with the support of experts from the European Investment Bank (EIB) and the Joint Research Centre (JRC). In October 2023, following a positive review, the first 10 cities were awarded an EU mission label. In March 2024, a second batch of 23 cities received the EU Mission Label, and in October 2024, a third batch of 20 cities, bringing the total number of cities awarded the EU Mission Label to 53. the EU mission label.
